He was selected as an instrument by a client who spent four years engineering the moment — because in a war fought with algorithms and administrative cascades, Duke Savage is the one variable the system cannot quietly resolve.

These are chapters from my new novel and this, is an investigation that moves from LA’s nonprofit philanthropy circuit to Baltimore research archives to Arlington consulting firms, tracing a twelve-year land assembly scheme disguised as community development — a coordinated network of administrative cascades deployed against the most vulnerable residents of seven American cities to accelerate their displacement ahead of a federal infrastructure corridor worth billions. The antagonists aren’t criminals in the traditional sense. They’re a former federal railroad official, a Johns Hopkins adjunct professor, and a foundation director whose smile has been clinically optimized to convert human trust into institutional compliance. Nobody broke the law. The law was the mechanism.
